re-booking of commemorative coin sets by i g mint kolkata

the indian govt. mint who is the sole producer for currency coins for the nation, produces millions of coins per day at its four different mints viz. calcutta,hyderabad, mumbai and noida.these coins are meant for circulation within the nation,along with these coins  time to time these mints issue some commemorative coins to commemorate some special events likein 1969they issued coins on  birth centenary of Mahatma Gandhi,in 1972 25 yrs of indian  indipendence50 yrs of quit india movement, 1n 1997 100 yrs of subash ch. bose, in 2001 2000 yrs of Bhagwan mahaveera,1n 2003 150 yrs of indian Railways, and in 2010 150 yrs of Rabindera nath Tagore so so many different coins are issued to commemorate so many different events.
these commemorative coins are issued generally in two types, lower denomination coins for collectors and for circulation and higher denomination coins are generally for collectors only and they are issued at premium to the face value and issued in packing and in limited quantity, and THE MOST IMPORTANTLY  these coins are not DISTRIBUTED BY RESERVE BANK OF INDIAas the normal coins are BUT DIRECTLY BY THE MINT TO COIN COLLECTORS,these coins are booked and distributed directly by the mint to the buyer.to commemorate a special event its suposed that the coins will be booked and minted only once to commemorate that particular event, and will struck only that much which they have booked, and the same practice was observed till the end of last centenary . but  in recent past it has been noticed that a particular mint has not only restriked their earlier commemorative coins but has  re booked many of their commemorative coins at much higher price to the their origional booking price to make a quick buck like an ordinary shop keeper.
